Kazo District Shines in National Performance Assessment, Ranks 6th Nationwide

Kazo district has emerged as one of the top-performing local governments in Uganda, ranking 6th in the 2024/2025 Local Government Service Delivery Performance Assessment conducted by the Office of the Prime Minister (OPM).

The results, released during the National Dissemination of the Local Government Management Report, have surprised many, given that Kazo district is relatively new, having been established on July 1, 2019.

According to the report, Kazo scored an impressive 93.12%, placing it among the top 10 best-performing districts in the country. Leading the rankings was Isingiro district with 98.37%, followed by Kiruhura district at 97.10%. Nansana Municipal Council came third with 94.50%, while Kira Municipal Council and Njeru Municipality followed in fourth and fifth positions with 93.88% and 93.75% respectively.

Other districts in the top 10 include Sembabule district (7th), Mukono Municipal Council (8th), Mpigi district (9th) and Ibanda Municipal Council (10th).

Kazo’s rise in the rankings has been remarkable. The district was ranked 31st in the 2022/2023 financial year, improved to 14th position in 2023/2024 with a score of 82.78% and has now climbed to 6th place in 2024/2025.
Speaking on the achievement, the Chief Administrative Officer of Kazo district, Hajji Badru Mayanja Majwala Salongo attributed the success to consistent teamwork and continuous performance monitoring.

“Success is not achieved on the day of assessment but from the first day of the year to the last. Assessment is about regular performance, not exams,” Mayanja said.

He highlighted strong collaboration across various stakeholders as a key driver of the district’s performance. These included heads of departments, teachers, health workers, sub-county and town council leaders, religious figures and the general community.

“We worked as a team to achieve this. Every Monday, we sit and review our performance. We ensured that everyone in the civil service was involved,” he added.

Mayanja also noted that despite the political season, there was unity of purpose, with even political candidates supporting the assessment process.

He further praised the community for promoting accountability and acknowledged the role of local leaders and religious figures, including Bishop Emeritus Stephen, in supporting service delivery efforts.

The district’s councilors also emphasized teamwork under the local slogan, “Twasimbula tewali kuzikiza,” reflecting a spirit of collective responsibility and resilience. Kazo district’s performance is being seen as a model for other newly created districts, demonstrating that with coordination
