Kazo District Benefits from Government Land Program to Boost Land Tenure Security
Kazo District Local Government has been selected to benefit from the Land Economic Competitiveness Project (LECP), formerly known as the Systematic Land Adjudication and Certification (SLAAC) program. The initiative, spearheaded by the Government of Uganda through the Ministry of Lands, Housing, and Urban Development and supported by the World Bank, aims to improve land tenure security and promote proper land management practices across the country.
Under this program, landowners receive Freehold Certificates of Title, a critical step toward ensuring adherence to land laws and safeguarding land rights. In Kazo District, the program was officially launched on March 3, 2025, and will run through June 2025. The implementation has so far been rolled out in Buremba Town Council and Rwemikoma Sub-County, both of which have faced notable land-related challenges in recent years.
Community members in the selected areas are currently filling out land registration forms. The Ministry of Lands is expected to conduct surveys and issue land titles at a subsidized fee of UGX 85,000 per applicant a significant reduction compared to normal title processing costs.
Senior Land Management Officer Agasha Kyerere praised the Government of Uganda and the Ministry of Lands for extending the program to Kazo District. She also commended the district leadership for their support, noting that the community's response has been positive. “We believe that by the end of June, many residents will have applied for freehold titles. I encourage everyone to continue registering,” Kyerere said. She emphasized that the project will help resolve ongoing land disputes in the two sub-counties.
District Physical Planner Ampaire Lillian welcomed the initiative, stressing the importance of integrating physical planning into the project. “This initiative will enhance land tenure security and reduce conflicts.
Chief Administrative Officer Hajji Badru Mayanja also lauded the program’s progress, urging district officials to implement the initiative as designed. He encouraged people of Kazo district to avoid engaging in land wrangles.
LC5 Chairperson Rev. Samuel Mugisha Katugunda expressed gratitude to central government for continuously supporting Kazo District. He highlighted his ongoing efforts in combating land conflicts and called on residents to embrace the program fully.
